to pass legislation to open the coastal plain of the Arctic National                                                            
Wildlife Refuge to oil and gas exploration, development, and                                                                    
production, was engrossed and enrolled, signed by the President and                                                             
Secretary and the engrossed and enrolled copies transmitted to the
